The WIRC Reference Manual is the landmark premium publication of WIRC, which has been recognised and appreciated not only by Chartered Accountants in the Western Region but by Chartered Accountants and professionals all over India. I consider it an honour and privilege to present the Reference Manual 2011-12 to all our members. Today, there are a host of challenges faced by the Indian Economy on the economic as well as social front. In this kind of a situation, the first and most viable step would be of Transparency in governance. Transparency should be the utmost priority before all the Regulators today. To implement this many new initiatives have been taken and amendments and legal provisions been made. In this scenario, the role of independent Professionals has become very relevant and the entire society is looking up towards Chartered Accountants with great expectations. Specialization may have become the key word in our profession, Society, however, expects us to be knowledgeable in all laws and regulations relating to financial sector. Considering this general mindset and the fact that many more changes are expected in financial laws and regulations in near future, we find ourselves facing an uphill task of unlearning, relearning and upgrading our knowledge base. On the positive side, the last few years have provided abundant professional opportunities. This has made it all the more imperative for us to regularly update ourselves. To this end, it has been the endeavour of WIRC to provide its members with all kinds of tools and opportunities to update their knowledge base and I am sure this WIRC Reference Manual will act as an important instrument in that respect. As part of the Diamond Jubilee celebrations of WIRC, we have taken efforts to revamp this Reference Manual by trying to change presentation in some areas and adding a few more topics relevant to our profession. We have also tried to incorporate some important excel sheets in the handy CD accompanying this Manual. I would like to say that the entire exercise of compilation of this unique publication is in itself a great learning experience. I would like to thank all the Contributors of the Reference Manual who have gifted their most invaluable assets; knowledge and time; in order to make this Manual the Premium Publication. I also thank Central Council Member, CA. Atul Bheda and my Regional Council colleagues CA. Dinesh Gandhi, CA. Sanjeev Lalan, CA. Bhailal Patel, CA. Nandkishor Hegde and CA. I am sure that this Reference Manual will be immensely useful to my professional colleagues and will help them to serve society better.
